Flag code of India, 2002 restricts the use of flickering red light to only those dignitaries who have the privilege of flying the National flag. Section IX, clause 3.44 of the above code clearly says the privilege of flying the National flag on motor cars is limited to president, Governors and lieutenant Governors, Heads of Indian Missions abroad in the countries to which they are accredited, Prime Ministers and all other Union Minister, Chief Minister and all other minister of a state or Union territories, speaker of Lok sabha, Deputy speaker of the Lok sabha, chairman of Legislative Assemblies in states and Union Territories, Deputy chairman of Legislative councils in states, Deputy speakers of Legislative Assemblies in states and Union Territories. Chief Justice of India, Judges of the Supreme court, Chief Justice of High Courts, Judges of the High Courts.

EVEN OUR MLA AND MPs ARE NOT ALLOWED TO USE THEM.
SO NOW AS YOU KNOW THE LAW YOU MAY QUESTION THEM IF THEY ARE NOT FROM THE ABOVE DIGNITARIES.
